Mark,
In the manual it says -2 is a rotary part exception area. Here is quote from manual for solutions,

1) Under the circumstance of without picture plate. after this machine is connect with the power, the electrical machinery should turn discontinuously,if it doesn't turn, the electrical machinery must be without the power supply or damaged.

2) Under the circumstance of the picture plate is fixed normally and the lever is in the "lock" state. If the picture plate if doesn't turning, please check the friction wheel or the picture plate if blocked by sundries or stained oil ect,: If the picture plate turning continuously, the light-coupling must be damaged, please contact the dealer.

Hope that helps,
Kevin

Mark,
It must be the light sensor that stops each frame for viewing that might need cleaning with airbrush.

This looks like the light coupling sensor, same # as the one in mine "TP807"

The sensor is located just to the right of the rubber wheel that turns the drum that you lock and unlock by the lever to remove the drum when you want to remove from machine to change pictures, and the inner part of the drum fits in between each end of the sensor and there is 10 sloted gaps in the drum there on that inner wheel so the picture will stop for viewing when the light goes through the slot so if dirty from a dusty enviorment that could be the cause of your error,( if the light isn't being tranmitted through the sensor.)
